wifi: ath12k: update dynamic SMPS capability of STA

Currently Power Save (PS) mode of an associated Station is decided based
on HT and HE 6GHz capabilities.
Stations can Signal their Dynamic SMPS capability in HE capabilities
element of (Re)Association request.
Since Dynamic SMPS capability of Station is not updated to Firmware,
switching from static SMPS to Dynamic SMPS using HT Action frames fails.

Fetch Dynamic SMPS value from HE capabilities element and update
it to Firmware.
