ANDROID: GKI: fix rockpi4 build (rk8xx-core.ko) 



Since commit d085c27a ("mfd: rk808: Make MFD_RK8XX tristate") we're
now building rk8xx-core.ko if the spi driver is being built as a kernel
module which now breaks the bazel build.

Fix by updating the BUILD.bazel file accordingly.
