Revert "mm/hugetlb_cgroup: convert __set_hugetlb_cgroup() to folios"

This reverts commit 80805916 which is
commit a098c977 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
