ANDROID: ABI: qcom: Add USB offload platform op symbols 



Add the symbols required for enabling the platform ops APIs from USB SND,
so that vendor offload drivers can hook into existing USB SND operations.

Symbols Added:
  snd_usb_register_platform_ops
  snd_usb_unregister_platform_ops
