ANDROID: set kmi_symbol_list_add_only for Kleaf builds. 



On KMI frozen branches, symbols may no longer be removed
from KMI symbol lists.

This sets kmi_symbol_list_add_only=true for Kleaf builds.
For build_abi.sh, the user must manually set
KMI_SYMBOL_LIST_ADD_ONLY=1 in the command line.
