Revert "block: remove the update_bdev parameter to set_capacity_revalidate_and_notify"

This reverts commit 5330de58 which is
commit 449f4ec9 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
