ANDROID: GKI: x86: Enable IRQ remapping support 



Enable IRQ remapping support for IO-APIC and MSI devices. It is required
to use x2APIC enhancements of modern CPUs, otherwise kernel falls back
to the legacy xAPIC mode, which means less efficient interrupt delivery.
