Revert "psample: Require 'CAP_NET_ADMIN' when joining "packets" group"

This reverts commit ad2223a1 which is
commit 44ec98ea upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
