Revert "bpf: Fix a verifier bug due to incorrect branch offset comparison with cpu=v4"

This reverts commit 15db6829 which is
commit dfce9cb3 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
