Revert "FROMGIT: sched/deadline: Less agressive dl_server handling"

This reverts commit 738664c5.

The merged commit upstream ended up being slightly different from
the FROMGIT submisssion that we merged in android16-6.12, so lets
revert this, so we can re-apply the actual UPSTREAM change so that
following UPSTREAM changes can apply cleanly
