tools headers: Sync x86 headers with the kernel source

To pick up the changes in this cset:

  7b306dfa x86/sev: Evict cache lines during SNP memory validation

  d8010d4b x86/bugs: Add a Transient Scheduler Attacks mitigation

This addresses these perf build warnings:
