ANDROID: tty: hvc_dcc: Add parameter to enable DCC 



On cuttlefish device, DCC registers are unavailable and cause kernel to
crash if those registers are probed. Introduce a module parameter
("hvc_dcc.enable") to enable DCC at the kernel commandline.
