ANDROID: remove android_rvh_check_preempt_wakeup_ignore tracehook.

In 6.13-rc1, the scheduler changes in ways to make this tracehook not
work anymore at all, so remove it in order to properly merge upstream
code.  If it needs to come back in the future, it can do so in a way
that actually works.
