ANDROID: pkvm: x86: Introduce pgtable sync map function

The sync map API can be used to sync the mapping from one page table to
another with desired leaf map override and page mapping property bits.
It will be used by later patch when populating page state page table for
protected VM with passthrough devices.

Test: Boot, verify cpus are de-privileged and run a minimal protected vm.
