ANDROID: db845c_gki.fragment: Drop CONFIG_VIDEO_QCOM_VENUS due to stability issues

The venus driver has a few outstanding bugs that cause crashes
on bootup, so disable it for now.

Fixes are being worked on upstream and will be backported
via -stable.
