Revert "udp: move udp->accept_udp_{l4|fraglist} to udp->udp_flags" 



This reverts commit b680a907 which is
commit f5f52f08 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
