selftests: netfilter: Enable CONFIG_INET_SCTP_DIAG

The config snippet specifies CONFIG_SCTP_DIAG. This was never an option.

Replace CONFIG_SCTP_DIAG with the intended CONFIG_INET_SCTP_DIAG.
