Revert "PCI/DPC: Quirk PIO log size for Intel Raptor Lake Root Ports"

This reverts commit 125de155 which is
commit 627c6db2 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
