Revert "usb: ehci: add workaround for chipidea PORTSC.PEC bug"

This reverts commit d4ef3c9c which is
commit dda4b60e upstream.

It changes the Android ABI in a tiny way, so revert it for now.  If it
is needed in the future, it can be brought back in an abi-safe way.
