perf vendor events intel: Update icelakex to 1.24

Update events from 1.23 to 1.24 as released in:

Fixes spelling and descriptions. Adds the uncore events
UNC_CHA_TOR_INSERTS.IO_PCIRDCUR_LOCAL and
UNC_CHA_TOR_INSERTS.IO_PCIRDCUR_REMOTE, while removing
UNC_IIO_NUM_REQ_FROM_CPU.IRP.
