Revert "Revert "sched/core: Prevent race condition between cpuset and __sched_setscheduler()""

This reverts commit 18695a12.

It is fixed properly upstream now in 6.5-rc1, so revert this revert to
take the correct upstream fix instead as keeping it would cause massive
merge conflicts and just make things too confusing.
