Merge 7acfa07c ("bpf: Fix oob access in cgroup local storage") into android15-6.6-lts

Steps on the way to 6.6.105

Merges around the following bpf commits due to abi breakages.  If they
are needed in the future, they can come back in an abi-safe way:
