Revert "xhci: Turn NEC specific quirk for handling Stop Endpoint errors generic"

This reverts commit 6cd8e621 which is
commit e21ebe51 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
