ANDROID: Enable SHA1 for microdroid

SHA1 is discouraged, but Mainline modules (when they are coming from
Play) are using SHA1 anyway, and SHA1 still is enabled for Android. This
is to temporarily unblock the Microdroid use cases. We will work on to
turn SHA1 off for Microdroid.
