Revert "usb: typec: tcpci: Prevent Sink disconnection before vPpsShutdown in SPR PPS"

This reverts commit 6f10f641 which is
commit 4d27afbf upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
