Revert "tracing: Correct the refcount if the hist/hist_debug file fails to open"

This reverts commit 41a2c7ab which is
commit 0b4ffbe4 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
