ANDROID: ufs: add vendor hooks in the ufs command processing

Add vendor hooks in functions such as ufshcd_wait_for_uic_cmd,
ufshcd_dev_cmd_completion, ufshcd_link_startup,
ufshcd_transfer_rsp_status, and ufshcd_eh_timed_out.
These functions do not have hook points that allow applications
to capture these exceptions. The occurrence of these exceptions
is often related to certain hardware states. When an application
captures these exceptions, it can report these errors and provide
prompt handling.
