ring-buffer: Add ring_buffer_meta_scratch()
Now that there's one meta data at the start of the persistent memory used by the ring buffer, allow the caller to request some memory right after that data that it can use as its own persistent memory. Also fix some white space issues with ring_buffer_alloc().
