ANDROID: Add QEMU testing drivers to rockpi4 



Enable some additional virtio modules (pci, block, net) so the kernel
config used on rockpi4 can also be used to complete a debootstrap using
QEMU.

This enables us to avoid all use of qemu-user to build userspace.
