Revert "PCI/DPC: Quirk PIO log size for certain Intel Root Ports"

This reverts commit a654d0a1 which is
commit 5459c0b7 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
