ANDROID: pkvm: x86: Add helper function shadow_vcpu_is_protected() 



Check if a shadow_vcpu is belonging to protected vm is a common
function, make it a helper function.

Bug: 395299836
Test: Boot, verify cpus are de-privileged and run a minimal protected vm.
