Revert "PCI/DPC: Quirk PIO log size for Intel Ice Lake Root Ports"

This reverts commit f4964266 which is
commit 3b880349 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
