Revert "gpiolib: Fix GPIO chip IRQ initialization restriction"

This reverts commit 75aa3f25 which is
commit 8c00914e upstream.

It breaks the Android api, so revert it for now.  If it needs to come
back, it can do so in an abi-safe way.
