Revert "bpf: support deferring bpf_link dealloc to after RCU grace period" 



This reverts commit 876941f5 which is
commit 1a80dbcb upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
