rust: devres: fix doctest build under `!CONFIG_PCI`

The doctest requires `CONFIG_PCI`:

    2689 | use kernel::{device::Core, devres::Devres, pci};
         |                                            ^^^ no `pci` in the root
         |

Thus conditionally compile it (which still checks the syntax).
