CHROMIUM: kvm: arm64: set cache policy when user memslot is KVM_MEM_NON_COHERENT_DMA

Default normal cache policy is inner WB and outer WB. If CPU has FWB
capability, the policy would become inner WT and outer NC. When user
memslot is set to KVM_MEM_NON_COHERENT_DMA, change inner cache policy
to WB.
