ANDROID: Add aarch64 build with AutoFDO profile 



1. Add autofdo_gki.fragment to enable CONFIG_AUTOFDO_CLANG.
2. Add kernel_aarch64_autofdo build in BUILD.bazel, which includes both
   the autofdo_gki.fragment and the AutoFDO profile path.
