BACKPORT: scsi: ufs: Declare ufshcd_{hold,release}() once

ufshcd_hold() and ufshcd_release are declared twice: once in
drivers/ufs/core/ufshcd-priv.h and a second time in include/ufs/ufshcd.h.
Remove the declarations from ufshcd-priv.h.
