ANDROID: ACK adds kcflags & drops build_config. 



Add kcflags that replaces KCFLAGS in build configs. This
is the last item in build.config.common.

Because all ACK targets degenerates to build.config.constants,
we can delete build_config attribute because build.config.constants
is loaded if build_config is unset.
