Revert "OPP: fix dev_pm_opp_find_bw_*() when bandwidth table not initialized"

This reverts commit 8532fd07 which is
commit b44b9bc7 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
