ANDROID: GKI: Add vendor hook define for Honor ogki

Add the hook definition in the header and in vendor_hooks.c.
These vh/rvh only for ogki and resolve the symbol issue.

hook Added：
    android_vh_ogki_check_vip_status
    android_rvh_ogki_task_util
    android_rvh_ogki_uclamp_task_util
    android_rvh_ogki_get_task_tags
    android_rvh_ogki_get_task_rsum
