Revert "ANDROID: GKI: Change UCLAMP_BUCKETS_COUNT to 20" 



This reverts commit 327402e1.

Reason for revert: This patch causes us to hit the SCHED_WARN_ON in
uclamp_rq_dec_id. Revert until this is fixed appropriately.
