Revert "scsi: smartpqi: Use is_kdump_kernel() to check for kdump"

This reverts commit 7cc670e8 which is
commit a2d5a007 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
