bpf: preload: Add MODULE_DESCRIPTION

Modpost complains when extra warnings are enabled:

WARNING: modpost: missing MODULE_DESCRIPTION() in kernel/bpf/preload/bpf_preload.o

Add a description from the Kconfig help text.
