Revert "clk: fixed-rate: add devm_clk_hw_register_fixed_rate"

This reverts commit 256d1232 which is
commit 1d7d2065 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
