Revert "iommu: Hide ops.domain_alloc behind CONFIG_FSL_PAMU" 



This reverts commit 21c03574.

Pixel's OOT modules are still using ops->domain_alloc callback. Lets
bring it back temporarily while the OOT modules are reworked to use
alternative options.
