Revert "lsm: fix a missing security_uring_allowed() prototype"

This reverts commit 4632cd0e.

This patch fixes the upstream commit
c6ad9fdb [1].

[1] makes pixel6 to hang when trying to get to fastboot.
Revert both patches temporarily until we identify a fix.
