Revert "PCI: Fix use-after-free in pci_bus_release_domain_nr()"

This reverts commit 52b0343c which is
commit 30ba2d09 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
