ARCVM: config: Enable trace syscall

Enable trace syscall events so that the developers can trace
specific syscall by tracing tools.

BUG=b:254797123
TEST=Boot and confirm `adb root && adb shell ls
/sys/kernel/tracing/events/syscalls/` shows all syscall events.
