ANDROID: KVM: arm64: Add smc64 trap handling for protected guests

Introduce a new interface to allow vendor modules to register an smc
handler for the protected guests. The hypervisor will trap when an smc
instruction is executed on a protected guest and control will be
redirected to the registered SMCCC handler if the requested function is
not a standard secure service call.
